Actually they are experts when it comes to giving justifications dear. Tobacco companies are a great example , but always remember they collect huge amounts of money from them in the form of taxes. This is the case in Jordan , and I think the government is so hapy with the taxes.
By the way , I don't think it's an Arab World problem , it's global !
Humans are humans. Corruption is really hard to control because once it starts , the rest take the form of chain reaction coz everybody (except for few) want easy money.
